 Regional opportunities and problems of renewed energy of Russia

The International seminar
"Regional opportunities and problems of renewed energy of Russia " has been held  in Moscow , 14-15 April, 2006.

The seminar was organized by nongovernmental non-profit organization “Development and Environment Foundation”, LEAD-CIS Regional program of  International program " Leadership for  environment and development” (LEAD Int.) under financial support of LEAD International and German Ministry of Environment, Nature Protection and Nuclear Safety”

Last events  in the world power markets and taken place regional failures in power supply show the growth of instability of this sphere of economics. In this connection idea of power safety supply meets the better understanding. Moreover , it concerns not only the group of economically developed states, but also the  large regions - both making and consuming power resources.

For understanding the nature of most actual  problems of the international and regional power safety, and also for search of conciliatory proposals in this sphere, large international actions are planned for 2006-2007. The most significant events  are:

  • In May, 2006 at XIV Session of the UN Commission on Sustainable Development of the United Nations (UN CSD XIV, New-York, USA) it will be declared the beginning of the two-year- project  for concentration of efforts on power issues;

  • In St.-Petersburg (Russia) the Summit of G8  will be held over Russia  presides. The one of the key issue at  this Meeting  will be the  safety of world and regional power.

To provide the  international pool of experts, preparing materials for forthcoming actions, by  wider and reliable  database on energetic  problems in different regions of Russia, the international, state and nongovernmental organizations conduct the range  of conferences, seminars and consultations devoted to deeper understanding of  regional power problems in different parts of the world.

The international seminar " Regional opportunities and problems of renewed power of Russia " is one of the such actions. It is organized for gathering the information and expert estimations concerning opportunities of application of renewed energy sources in four characteristic regions of the Russian Federation (target regions) - Murmansk area, the Yaroslavl area, Republic  of Altai and Altai  Krai.

The main goals of Seminar are:

  • To define a  power condition  in target regions;
  • To define a present  condition of application of renewed energy sources (RES) in target regions;
  • To find out the opportunities of technologies on the basis of RES to become the real alternative to traditional energy sources in target regions and to define existing problems - technical, legislative, economic, organizational, etc.;
  • To identify  degree of understanding among local authorities of target regions the opportunities  for  renewed  energy application;
  • To define a basis for cooperation of all interested stakeholders in target regions - local authorities, regional representatives in Federal authorities, energy-producing structures, business, equipment manufacturers, the nongovernmental organizations, etc. - with Federal level  bodies  - for expansion of RES technologies.

By the  results of the Seminar following outputs is expected :

  1. The Review of-the energy state at whole and  renewable energy in particular  in target  regions is prepared, the real opportunities for RES  application and the obstacles encountered  are revealed;
  2. Recommendations for the federal government on  RES application  opportunities will be prepared  to initiate the mechanisms of Kyoto Protocol  at  regional level in target regions;
  3. The understanding  of Kyoto Protocol potential  is expanded for the regional authorities at  different level , to share  opinions on  achievements and problems in the sphere of renewed  energy development  and energy efficient.
  4. As a Seminar follow-up it is supposed to support an information analytical network to broaden the dialogue between the federal government and regional representatives for RES application  and to the solution  the problems, interfering  RES .

The  region’ profiles:
the Murmansk area, the Yaroslavl area, Republic of Altai and Altai  area .

 1.1. The Murmansk Region (Oblast)

Total  area - 144,9 thousandsq.km.
Population- 864,4 thousand persons
Regional center - Murmansk.
North-West  Federal  District.

The Murmansk Oblast is located in northern part of Russian Federation beyond The Polar circle. The region  is characterized by the long cold period, low population density (mainly living in cities both engaged extraction and primary processing of a mineral source of raw materials).

In regional electric power industry the bodies  managed by Open Joint Stock Company  KOLENERGO are dominated :

·      Hydroelectric power stations (16 objects);
·      Thermal power stations (2 objects);
·      Atomic power station (1 object).

At present the Murmansk area is energy-abundant region  were approx. 440 ÌWt of the  station established capacity does not  consume  annually  (that makes capacity of one block of the Kola nuclear power station). At the same time  it is expected  that in nearest future (2007-2010) development of investment projects can lead to power shortage   of 315 ÌWt of station established capacity.  As measures to compensate  such a deficit  three basic energy sources - hydrocarbonic fuel, nuclear fuel and renewed energy sources -are considered.

The thermal power of region is based  on rather small thermal stations of local value working on mineral kinds of fuel.

Complex climatic conditions of Murmansk oblast , and also the availability of significant stocks of mineral and hydrocarbonic raw material  on its territory and an adjoining shelf zone,  assume primary development of extracting branches and primary processing of extracted raw material.

1.2. The Yaroslavl  region (Oblast)

Total area- 36,4 thousand sq.km.
Population- 1338,7 thousand persons
Regional center - Yaroslavl.
The Central economic region and Central Federal District

It is located in northern segment of the center of the European part of Russia, in the south it borders  the Moscow  Region.

In the  regional industry oil refining, petrochemistry, mechanical engineering (including power), exact equipment producing  dominate. The electric power industry of the Yaroslavl area is  based mainly on the thermal power stations managed  by Open Joint Stock Company YARENERGO. There are some local  hydroelectric power stations of  dam type on the flat rivers, and the largest one  - Rybinskaya - produce a significant part of the electric power consumed by large industrial centre of area - the city of Rybinsk.

The thermal power of region is based mainly  on the thermal power stations working on mineral fuel and on natural gas. At the same time the significant part of countrymen of the Yaroslavl area and the enterprises of local value (mainly agricultural and woodworking) has no access to the main natural gas. This category of the population of region applies to heating dwellings both industrial premises fire wood and timber waste.

1.3. Republic of Altai and Altai area

In USSR  this territory was a part of the administrative formation named Altai territory (the Altai autonomous region). In 1991 there was a division into Altai territory (capital city  Barnaul) and Republic of Altai (capital city -Gornoaltaisk).

Republic of Altai

Total area- 92,6 thousand  sq.km.
Population - 204 thousand persons
Regional center – Gornoaltaisk
The West-Siberian Federal District

It is located at the south part of Western Siberia, bordering Mongolia, China and Kazakhstan. It is mountain territory with continental climate , with small population density and the big extent of communications - including electric networks. The climatic conditions of High-mountainous areas (Kosh-agach and Ulagan)  are equal to the severe  natural conditions of Far North.

The electric power industry of the region  is  managed  by Open Joint Stock Company ALTAIENERGO.

The regional industry is developed poorly. The basic of the population is borrowed in local manufacture - mainly in an agriculture.

The electricity system of Republic of   Altai is scarce. It is supplied  from the Altai territory region by the  110 kwt networks which capacity is practically settled. The maximum of energy consumption is happened to the  winter period  and electric power shortage is marked.

Altai region

Total area - 169,1 thousand  sq.km.
Population – 2, 600 thousand  persons
Regional center - Barnaul.
West—Siberian Federal District .

Half of population lives in a countryside. This part of inhabitants of region draws special attention  from the point of view of RES application opportunities   as the heat supply of rural settlements is in a crisis condition.

Average electricity supply  of rural household consumers is estimated as 900 kwH/per person/per year that is 13 % below  average Russian parameters. Last years energy supply of countryside population - the most backward sector in  regional energy system - continued to get worse due to accident and restrictive switching-off.

The main reasons caused to such situation appears from bad warm-isolation of municipal buildings built in the Soviet period , characterized by   low  energy prices. The basic type of fuel is imported coal used ineffectively  that causes high cost of regional energy supply. As renewed energy sources only firewood are used - for heating habitation during the long cold period.
